Le comité de Défense national français refuse l’entrée d’instructeurs américains au Laos. En échange, il accepte d’étoffer de 80 membres la mission militaire française si le pays en assume les frais… Finalement, on arrivera à un arrangement secret le 29 mai : les Français prendront eux-mêmes en charge les frais de leurs instructeurs et les Américains fourniront quant à eux des moniteurs en logistique. L’arrangement est valable pour une période de 6 mois, renouvelable une fois. S’il est révélé, son caractère temporaire permettra aux Français de déclarer qu’il est conforme aux accords de Genève de 1954.
